They cannot mean to include Scotland by this statement, as I can rattle off the names of more tartan manufacturers than that in realtively short order -- Lochcarron, Strathmore, D. C. Dalgliesh, House of Edgar. Plus Geoffrey Tailor has it's own weaving facility. There are others in Scotland, as well. McCalls. Johnstons of Elgin. No doubt I'm missing others.
On the other hand, if they mean England, the only tartan manufacturers I was aware of in England were Marton Mills and Bately. That's two. There's probably another I'm not familiar with, which would make the three referred to in the article.
What about the Welsh Tartan Centre... is that what the article is referring to?
