Scotland unfortunately is not a great deal better. That's half the reason why there are so many stationary traffic jams in UK. Not so on the continent where it all seems to flow much better.
I experienced the exact same when going through Belgium, France and Germany.
I put it down to one conclusion: Western Europeans are selfish!
