Something akin to this idea has been used by pipe bands for at least a decade.
It's because in the 1990's the vast majority of pipe bands the world over began wearing the dreaded stark white "popcorn" hose, or "bobble top" hose.
The hose body was plain knit, but the turnover cuff portion was extremely thick in "popcorn" knit pattern etc.
These hose being rather expensive, what came on the market were the heavy knit tops, which could be worn with inexpensive ordinary plain hose.
These bobble tops have an elastic cord at the top and the bottom and they stay in place pretty well, anchoring themselves upon the cuff of the plain hose beneath.
I occasionally do things a bit differently and wear my stark white bobble tops with blue hose etc.
