Between your colleagues and shoppers, perhaps this will work out well. OP should probably stay out of the fray. A very wise principal told me when I was the vice-principal that you should never punish anyone if the community was likely to do it for you. A lot of truth there!

In my job I supervise teenagers working at a grocery store. More than one youngster who has ticked me off and put me and a bad mood has been made to suffer for it by his/her coworkers before I needed to do anything about it

And, don't expect his boss to ever change. So, it's best that the employee decide when to stop working there rather than the boss.

Coworkers have mentioned coming to work kilted as a group.
Excellent!!

The OP was in dress code, had permission from the HR department, and the manager still got on him- repeatedly. Said manager doesn't need to change his attitude; just the inappropriate behavior.

everyone has had great ideas for FG. and i echo most of them.
the only thing i can think of was that the store manager was acting out of fear of what the district Manager would say. on any day when Head office people are not present he might be more reasonable.
just my 2 cents CAD

You can always play the "reverse discrimination card" and see how it flies.
If you like your job maybe that isn't a good idea.
Good Luck

But isn't it discrimination?

Has your boss ever heard of email? I hear that it is catching on in most places.
As a low level IT functionary, all I will say it that email leaves a trail of evidence. So if manager 'A' were to verbally ask a question of HR rep 'X' today, and next week 'X' leaves the company without having documented the call, then 'A' could claim that 'X' had advised whatever he wanted to support his case. If the question was asked by email, then there would be a record on the server that could be recovered by corporate management.

If the OP decides to go to work kilted again, I think he should make sure the kilt is royal blue (or orange, depending on the store).
