I think you've nailed it in all three versions. But, i agree with the others, your supervisor's reservations may be forever quashed if you go with option #1. However, if you can score some blue hose in time, option #2 is a great relaxed look!

#1 gets my vote, hands down.
If the new garters come in before the appointed day, I would suggest wearing the red ones, instead of the tartan flashes.

The kilt, socks and flashes are to my opinion very well color coordinated. Couldn’t be better. Absolutely perfect.
You seem to worry a little bit about your kilt being casual. Don't. Who of your collegues, do you think, should be able to tell the difference between your very good looking casual kilt and an 8 yard hand sewn master piece which they don’t even have to compare it with?
Regarding ‘your about waist level’, I’m a little bit more in doubt. And that’s mainly because of the waist coat. If you normally are wearing one, it is OK, but if you never do, why with the kilt?
Here cultural differences might play a role. In Denmark, where I live, men wearing waist coats to job (or at all) have since the 90s or earlier become as seldom as are men in kilts. It might be quite the opposite in your country, however.
I prefer the light colored shirt over the dark blue one, especially together with the dark grey waist coat. Again that is my opinion.
If it is normal to wear a tie to job (in Denmark it is no longer that common, not even among general managers - unless they are to meet people from abroad), do it.
By all means, if you’re going to wear the waist coat, wear a tie, too. A waist coat and a shirt without a tie look (IMHO) wrong.
Most important thing; whatever you chose to wear, feel confident and secure. With all the combinations you have shown us, you should be able to!

I agree, and I'd love a more contemporary sporran for everyday wear. But I had to make my sporrans out of leather I had on hand, due to budget limitations. And the only pattern I could find was for this one.
When I have spare time, I'll probably try to make a more modern looking one. And when funds allow, I'll likely buy several different types.
I'm hoping the folks here at work, who know nothing of kilts, won't ken the difference.

In total agreement with Jock Scot and the others-- it's definitely outfit #1. And like Jock Scot pointed out, polish the beejeesus out of your shoes. A tin of Kiwi Parade Gloss black, some good old fashioned spit, and a lot of elbow grease, will do wonders for your look.

Outfit #1 it is, then. Sounds like a pretty clear consensus on that.
Shine the shoes. Got it. 
I was smiling! Anything more than that looks like a grotesquely fake and imbecilic Cheshire-cat impression. 
OK, so considering that it'll be the first outfit, and assuming I get my garter ties in before Monday, do you think red or charcoal garters would look better with it?

I'd go the charcoal ties myself, but either will be a step up from the tartan flashes IMHO. And I agree on outfit #1... just the ticket.

I would not get too wound up about the colour of flashes, but red will be fine. Some are not too keen on tartan flashes, but if you like them, then wear them.
