Keep the mood light and politely request that he go ahead and inquire "up the HR ladder" to find out for certain what is and is not allowed. You are not trying to stir the pot and would like to adhere to company policies and present a professional image,... as I'm sure he would like to based on the way he is interacting with you.

I asked him to run it up the ladder because i would like to know and i was told " im not spending 2 hours on the phone to find out. We will have to deal with it next time you wear it."

I checked with my (very strong in our organization) HR department and they are quite interested in having me wear a kilt to work.
I haven't bothered to warn my boss. I hope he doesn't like it, actually.

Hmm....maybe X Markers in the Southern Tier need to shop there for their home improvement needs - kilted, of course. No overt demonstrations or anything, but, perhaps, if the manager regularly sees average people doing normal things whilst kilted he'll get the idea that kilt wearing is not necessarily outrageous or disruptive.
Failing that, maybe Woodsheal showing up in full Jacobite mode could put the fear o' God in him! Or...maybe not...LOL

Clan Maclean probably havent bought any battle axes recently... im sure theyd have something suitable at the store... not sure what the manager/district manager would think of it...

Talk about a rotten boss. Oddly enough when my company (I work for a tech company here in Indiana) found out I enjoyed wearing a kilt they specifically re-tailored our dress code policy so that there were no questions about my ability to wear it. Furthermore they have encouraged me on multiple occasions to come to work wearing it. I've worn it to work a few times and everyone always gets a kick out of it.

My advice would be to send a letter to HR explicitly asking if wearing a kilt contravenes the company's dress code. You should receive a reply in writing on letterheaded paper. Dependant upon what their reply is, you will know if you can wear your kilt in work.
And if you do, have the letter with you to wave at the boss!

Might want to check the company's diversity policy too... but I can attest to the fact that yhe guy at the top of the tree saying it is ok doesnt stop the people below him getting veeeeeeeeeeeeeeeeeery pi$$ed... so as has been said... pick your battles or plan on a long hard campaign... and dont bank on any allies...
Just my 2c and worth exactly what you paid for it...
