That was done back in the heyday of transatlantic and transpacific passenger ships to travel from one place to another, as opposed to today's modern cruises which are vacations.
And, I haven't seen the streamers as its a big mess, both ashore and in the water. In today's "Green" environment, such doings are not so popular as they once were.
Most cruise lines still have sail-away parties that can vary from cruise line to cruise line. On Disney we had a really great time but on Celebrity it is more sedate and laid back. Still fun and I enjoy them but two totally different approaches.
